The Armenian Data Exchange Layer (ADEL) is Armenia's national standard for secure data exchange infrastructure, enabling government institutions and authorized organizations to share information efficiently and securely. Based on the proven X-Road platform, ADEL provides the standardized, scalable foundation for digital government services across Armenia.

Legal Foundation

ADEL is established under the Public Information Law of the Republic of Armenia (Article 3 - Definitions, Article 12 - State Information System Architecture, Article 20 - Supporting System Infrastructure).

The law defines ADEL as a mandatory component of Armenia's state information infrastructure, ensuring legal authority for secure inter-agency data exchange and providing the regulatory framework for system governance, security requirements, and participant obligations.
